Answer B.

(12x^5y - 3x^10y^3 + 21x^15y^4)/3x^5y =

12x^5y/3x^5y - 3x^10y^3/3x^5y + 21x^15y^4/3x^5y =

4 - x^5y^2 + 7x^10y^3

{throughout we use the property x^a / x^b = x^(a-b)}

You have not made clear what is an exponent and what is a coefficient.

Ask your question again, and this time, use ^ for an exponent. For example, x^5 = x to the fifth.
