- First try to update your IE : Tools - Windows Udate
- Try to download with Ctrl+Click first. If that doesn't help, check if your pop-up blocker isn't too strict : Tools - Pop-up blocker.
- If that doesn't change anything, check your Security Settings : Tools - Internet Options - Security (Maybe you have to put the webpage where you want to download into the "Internet" or "Trusted" category?)
- Do you have Windows Firewall on? Or another firewall?Maybe the settings are too strict.
- If all that doesn't change a thing, see what support you can get : dealer - computer manufacturer - Microsoft

you need another software to support the download like internet download accelerators or internet download manager.. it isn't like another browser like mozilla firefox that can have another dialogue from the browser that will download.
