the air conditioner is working. It gives off some cool air but it doesn't cool down the apartment or room like it is supposed to. Do I have any rights here? Can the gov't step him and have them do something about this?

Just for your own reference in the future. Insert a thermometer in the return air (where your filter is) take and record a temperature. Now take a temperature at the closest air drop in the ceiling and record a temperature. You should have a 16 to 18 degree F. difference if the unit is functioning properly.More, in this case is not better, Much more than 18 and you are in danger of freezing the indoor coil.

Good luck! I had the opposite happen. The apartment I was in this past winter included steam heat in the rent. Well the place was so cold that part of January I had to stay with relatives. Other times I had to use the stove to stay warm! I mentioned 12 times to the landlord but he insisted that it was all in my head...called me one of his worst tenants even though I paid my rent on time and left the apartment spotless when I moved out. Ask the landlord to check the coolant in the unit. If he won't do that then call a repairman and let the landlord know that's what you're going to do and you want the cost taken out of your rent! Or better yet, have the landlord be present when the ac unit is checked out!

Clean the outside cooling fins and check whether the freon level is low.
To your email:
If 'everything' is in effect fine, then the only thing left would be the size of the unit. If it is less than 12,000 BTU, which is considered to be a 1 ton air conditioner (it could produce 1 ton of ice in 24 hours), it is probably too small.
But also, they could say all is fine and lie. ;-)
Also, the insulation of the Apt. may be sadly lacking.

Landlords are supposed to keep the equipment inlcuding a/c operating properly. You unit most likely requires a service call and some freon. That should be his responsibility.
Ask him to have it serviced. If he refuses contact your local building inspector and ask for assistance.

If the AC isn't working, your landlord should repair or replace it. If he refuses to do so, go over his head and complain to the appropriate authorities.
