"Dictators can bring positive change to their countries."

or

"Dictators do not bring positive change to their countries." (this one would be easier to argue!)

Then write one paragraph about Hitler, one about Mussolini, and one about Stalin, in which you discuss specific examples of positive or negative changes they made.

Also, whatever you do, don't say "I think," "In my opinion," or "I will be arguing..." These are unnecessary!
