There are 12 description of Public servent in India ,1 of these 12 is;-Officer;WHO take,receive,keep or expend any property,
WHO make any servey or accessment for any secular common purposeof any town or district,WHO make authenticate or keep any document for ascertaining of the rights of the people of any town or district,considered as Public servent.
According to the above description ,will Tailor,Car repairer, film maker,professional photographer ,Principal of private college be called Public servent?

I agree to gsam to certain degree. All these professionals can be public servants only if they are under the employment either under the central or state government or government corporation or company or any organization or industries that are under the control of the government & which are on the finances control of public funds which the government gets by way of taxes, levies etc. If any of such professional is employed in any of the above mentioned organizations then they enjoy the status of a public servant otherwise not only because of their profession, a principal of a private college will only be considered public servant if such private college is getting the financial benefits/grants from the government funds otherwise no. Although he may be doing service to the public in general but the benefits of public servants as applicable to any one under part XIV of the Constitution of India will not be available to him.

No. The term Public Servant is specifically defined in various statutes, but generally speaking only if the person is employed by the govt or govt agency, i.e. paid out of tax payers funds, then he is a PS.

they are not employees if they are not covered as defined in IPC section 14.
