Article IV, Sec. 3: "New States may be admitted by the Congress into this union; but no new state shall be formed or erected within the jurisdiction of any other state; nor any state be formed by the junction of two or more states or parts of states without the consent of the legislatures of the states concerned as well as of the Congress."
In short it is whatever Congress says it is in any particular case.

Requirements are first we now what was the area covered by the new state . Then list of the dist, then create the map. talk to MP,MLA and MLC . After party would be help you formation of state. lastly meet the president with the signatures of the people.

Nothing. None can get list of requirements to become a state. Central Govt. can re-frame any state.
