The veil was, I think, supposed to be the barrier between life and death, thats why Lupin held on to Harry and wouldnt let him go chasing after Sirius.
The voices I think they could only hear if they've seen death, cause only Harry, Luna, and Neville could hear them.
I don't think Sirius is dead, and I think Harry's gonna find some way of talking to him in the last book.
And you have to ask, how dead is dead in the Harry Potter world? Luna thinks we'll see the dead ones again, cause in that conversation she had with Harry at the end she said they were just "lurking out of sight, that's all".

The veil didn't kill him; it says he was laughing at Bellatrix when she hit him in the chest with a spell (probably Avada Kedavra. Sorry, it's been a while since I read that book). He fell behind the veil already dead, and they stopped Harry from looking because the sight of his only real family dead would be terrible. The whispering...I'm not exactly sure about that. Maybe the veil told stuff like that, or maybe it was the wind sort of "whispering" about his death. Dunno. Hope this helps!

The veil didn't kill him. It was his cousin Bellatrix Lestrange. He fell to the veil. The veil is very mysterious just like the whole Ministry of Magic (ex. Brain Room, Planet Room, etc.)

I really don't think he's dead. He did fall behind the veil and probably cannot return. Nobody knows what is behind it. I'm thinking he'll come back in the 7th book, but we'll see. Harry definitely needs a new father figure and if JKR doesn't leave him with one she's just mean.

Here's the thing, do we really know he's dead? There was no body after all. He fell behind the veil that was in the Department of Mysteries, he could very well just be transported to another plane of existence or something.

The veil was the veil of death. Sirius was already dead, but if he hadn't been, contact with the veil would have done it.

It was like a portal to where the dead reside. I'm guessing it was evil and the Ministry of Magic were trying to find out it's "secrets" or something.
I do hope that he'll still be able to come back tho... I miss him!

It's what was behind the veil that killed him. They say that it was a place for lost souls. Try going to HP Lexicon, it's very extensive in it's information.

It's a fantasy novel. It wasn't just a cloth veil, it was a magical thing. The book explained it. Go reread it.
