you cannot clone pokemon in sapphire. apparently there is a way to do it in emerald, but i would not know - something to do with the battle arena or something, i've never gone in there
as for launch numbers, i've never done that. i looked around, and found the same answer everywhere in the eight seconds i spent searching, but i don't believe it. however, if you want to read it, check my source link
