-2 < 2b - 1 <= 5
-1 < 2b <= 6
-1/2 < b <= 3

The graph is a hollow circle at -1/2, and a line from there to a solid circle at 3.

2)

1 + 2y < -9 or 1 + 2y > 9
2y < -10 or 2y > 8
y < -5 or y > 4

The graph is (a) a hollow circle at -5 and an arrow to negative infinity, and (b) a hollow circle at 4 and an arrow to positive infinity.

3)

-8 <= -2x <= 6
8 >= 2x >= -6
-6 <= 2x <= 8
-3 <= x <= 4

The graph is a solid circle at -3 and a solid circle at 4, and the line in between the two.
