Goofy is a fictional character from the Walt Disney's Mickey Mouse universe. He is an anthropomorphic dog and is one of Mickey Mouse's best friends. His original concept name was "Dippy Dawg" in cartoon shorts created during the 1930s; then his name was given as "George Geef" and "G.G. Geef" in cartoon shorts during the 1950s (implying that "Goofy" was a nickname). Contemporary sources, including the Goof Troop television show and A Goofy Movie, now give the character's full name to be Goofy Goof. The Goof Troop pilot also refers to 'G. G. Goof' on a diploma, likely a reference to the original name. Along with being not extremely intelligent, Goofy's main flaw is, predictably, clumsiness.

He's a dog. He actually orginally had a tail and whiskers and was called Dippy Dawg, but I guess somewhere along the line he lost it. His name was also changed to George Geef and G.G. Geef, and Goofy was his nickname, but A Goofy Movie made his official name Goofy Goof.
The reason Pluto is a dog that walks on four legs and barks and Goofy walks on two and talks is because Walt thought Goofy needed more human qualities. Pluto also wasn't an original character, he first appeared as a bloodhound and from then on seen as a regular dog.
Just to add something, Walt Disney actually hated Goofy and wanted to discontinue his character.

I always thought that Goofy (the character) was a big clumsy DOG.
If you've ever had a big clumsy dog you'll know exactly what I mean:
They walk under your feet.
They don't exactly walk.they tumble forward.
As you can see:they're lovely friends!!
