The plan that General Petraeus laid out is sometimes called the Baghdad security plan and commonly referred to as the "troop surge." While this plan was unveiled about three months ago, right after Petraeus was unanimously confirmed by the Senate to take over operations in Iraq, it has taken time to train and place the additional troops necessary in Iraq. The additional troops that Petraeus calls for will finish arriving in early June.
The idea is to disarm militias, decrease sectarian violence, help the Iraqi forces train and gain security, eliminate death squads, and eventually turn over security of Iraq to Iraqis. It is far too soon to comment on whether or not this plan is having any effect on the overall security in the country. General Petraeus is going to brief Congress again in September, at which time the plan will be re-evaluated. If significant progress has not been made by September, it will be very hard for the President to stop the removal of US forces from Iraq.

I think your old enough to remember Vietnam. If you recall, one failed general kept being replaced by another general. Each new general had their "plan" which always involved more troops.
By the time Americans were finally fed up, there was 540,000 troops deployed to Vietnam. Of course, the general in charge at the time we pulled out thought he could have won with a couple hundred thousand more troops.
I believe the same plan of action is in play in Iraq. After all, every general is a grad of West Point, where the war classes are taught by Vietnam veteran field commanders.

Here's a thought.... Why give us the plan out in the open so everone can see it and then our enemies will know what we are going to do. Let's insure our defeat by telling the enemies of our country what we are going to do to win the war.

"Victory" isn't a plan, it's a goal. This is the problem. Every time I've asked a Republican what Bush's plan is, they say something like, "victory," or "defeat terrorism."
A PLAN is how you intend to achieve your goal. A GOAL is the intended outcome of your plan.
But they're so mired in rhetoric that they really don't know the answer (none of us do; Bush has never talked about his plan), and rather than admit that they don't know, they just call people stupid and anti-American because it's easier than admitting they're scared and they don't know what's happening in the world.

his plan is the same as when we invaded, there is no plan other than to stay there the entire time he is president so our oil supply becomes less and less and the oil company's can keep charging more and more, it was never about WMD or about getting oil, we have not received one barrel nor will we, it was always about staying there and creating a shortage, supply now drives price more than the actually price per barrel or crude, thanks to the current administration. and like Bush said another president is going to have to get us out of this. we were meant to stay!!
