Harry gets to go play quidditch again because Umbridge was sacked (as expected) and the ban was lifted. But, a lot of good players left, and Harry gets to be captain...

Considering he's Griffindor Quidditch team captain in the sixth book, I'd say he was unbanned. Remember not much that Professor Umbridge set forth stayed that way.
