3 is the greatest common factor of 9 and 21, and x^3 is the smallest degree of x in any term. So you'd factor out 3 * x^3:

3x^3 ( 3 - 7x^3 )

For the simplifying, exponentiation of an exponentiation is the same as multiplying the exponents:

(7^3/4)^2/9 = 7^(3/4 * 2/9) = 7^(6/36) = 7^(1/6)

Note: This is assuming the fractions are in the exponent, i.e. you mean "7^(3/4)" and not "(7^3)/4"
