unless you want to learn another language, you will either have to go to country that speaks english, or find a university that teaches classes in English.

I went to the Kansai college for foreign language study in Kyoto Japan. The classes were in English, and I studied Japanese like 3 hours a day. The college was like a practice college for Japanese who study abroad in English Speaking countries.

If the classes were in Japanese, I would have been lost.

You gets no fiscal support to research in yet another nation except you do it by way of a US tuition. My daughter studied in Spain for a semester by way of her university. All of the credit transfered again to the US university for her measure.
