No one can truly answer that because all the great QBs in history played during different eras, so quarterbacking was different from then to now. The only way you can find out is if they all took the field at the same time and were in their prime, which of course is impossible. There's a wide group of great QBs...
Johnny Unitas, Fran Tarkenton, Warren Moon, Dan Marino, John Elway, Joe Montana, Brett Favre, Peyton Manning, Tom Brady, Roger Staubach, Troy Aikman...all legends, or will be legends to the game....
but in my opinion, if dan marino had won just one super bowl, he would have been the greatest QB to ever put on a uniform, Joe Montana is widely considered the best, but Manning and Brady will eventually go down together as the two best ever...

First of all let me remind you people that winning a championship or having rings, one or more then one does NOT define how good a QB is. Thats a myth. You going to all tell me that Trent Dilfer needs to get more consideration then Dan Marino just because he has a ring? Look, winning is a good thing as a fan, but it is not the measure of what makes a QB great. Personally I am a Dallas fan, but I am not going to go and put Aikman or Staubach ahead of someone like Johnny Unitas or a Sid Luckman. They played in different era's and you can only speculate, not calculate in any tangible measure who would do what during what time. That too is just a myth. This leads you into the saying "any given sunday..." Joe Montana had an all star cast with him over the years, and funny you mention KC which supports my point, even the great Joe Montana wasn't able to lift KC past a better team by himself. Joe Nameth should come to mind on good Qb's also. I think it would be too hard to put any one over another as the face of the game has changed over the years. Who knows what a Y.A. Tittle might do today, nor will we ever know.

It is hard to argue with the record book and Dan Marino is on top of most of the lists in the record book. Montana is without a doubt, 1 of the best, yet if Dan played on the niners team with them great receivers and good running game then I am sure he would have some rings as well.

Joe Montana has the best intangibles of any QB ever, but the overall best in my opinion would be Elway or Marino.
