It depends on what you mean by elderly. I am 73 and have a two and a half year old Labrador female dog, she gets a good walk twice a day and I usually have to walk very fast or jog a bit to keep up with her. Throwing a ball and bending down to pick it up for her gives me plenty of exercise. Whatever you do don't encourage them to sit around doing nothing as they will certainly get set in their ways.

I am a 70 year old senior and I walk 3 miles a day with my Border Collie. She walks right next to me [never ahead]. I play with her in our pool when the weather allows. I still do house work, wash floors on my hands and knees, do yard work and feel real fit.
I put CMT on the TV and dance to the music [ very good exercise ].

I'm pushing seventy, so you know where I'm coming from. One thing my wife and I have already started...yeah the hands hurt already. We bought four of the balls you squeeze for hand strength, but we also toss them back and forth starting with just one and working up to a four ball flyer that ends up making us laugh half the time......then bend over or squat to get the balls that go astray.
Hope this helps.

Do you mean a 'keep fit course' that seniors can take...A lot of them can do only exercises that can be done while they are seated...arm and leg exercises.

Eldery people will benefit from "range of motion exercises." You can do an internet search for this topic.

I heard Tai Chi is great for seniors, it's low impact, and great for fitness and arthritis.
