Normal. My son discovered his bits and pieces a couple months ago. When I open the diaper, he puts his hand down there. They're too young to know what they're doing sexually. It's simply self exploration and learning. Don't punish her for it or make it seem naughty, but if you don't want it to become a habit, you can always repeatedly pull her hand away gently without a word. If you feel you need to say something, you can tell her, "Mommy has to clean there now."

There's not wrong with masturbation at any age. That's all that's happening.
When she's old enough to understand public vs private, simply tell her that this something that is done in private, but in the meantime, and for all time, there is absolutely nothing wrong and in fact everything right with masturbation.
Nor is 13 months too early. A newborn baby boy, for example, takes about 5 minutes to discover that he has a penis and another 5 to discover that touching it feels good. But baby girls have been seen masturbating in utero.
Don't worry about it. It's completely natural and it's fine.

Maybe it itches. You should get her checked for a yeast infection. My son is 15 weeks and the other day I changed his diaper and he reached down and grabbed his "stuff" and pulled like crazy! He started screaming but I could'nt get him to let go! It was kinda funny. Babies at his age just grab everything!

This is quite normal. She's just exploring her body.
If it really bothers you, give her something to distract her while you are changing her. My son does the same thing. I give him his hairbrush, which fascinates him, and I can change the diaper easily.

My son does that but he is only going on 5 months and been for like a lil over a month.Nothin to worrie about.She will out grow it.Just wash her hands after she does it so she don't put it in her mouth.

My daughter does that too. She is also 13 months. I did ask the doctor at her last well check and she stated that its perfectly normal they are just exploring.

I'd be worried if she DIDN'T try to explore her genitals along with the rest of her body. It's HER body, after all, and she's very much in the process of learning about it. She's a normal kid - don't worry about it.

Just natural curiosity and exploration. nothing to be worried about. And yes my daughter did the same thing.It can be appalling at first but just keep in mind they are discovering their bodies and there is nothing wrong or obscene about it.

This is totally normal!!! She is just curious all baby's do it at one time or another. My daughter did it until she was potty trained!! She will grow out of it eventually. Just check her to make sure that she doesnt' have a rash or anything.
