Yes, eventually. It took months of wicked fighting, as the Confederates strongly defendig the City, but on July 3, 1863, (the same date as the final battles at Gettysburg) Vicksburg finally surrendered, and the Union Army took possession of the city. The fall of Vicksburg and the defeat of Robert E. Lee at Gettysburg marked the turning point of the Civil War.
