Yes you can. If you're moving networks it will take upto 7days to transfer over. If you're moving between from payg to contract on the same network this can take as little as 24hrs to transfer over. In both cases you will need something called a pac code (port authorisation code) request this and give it to your new network operator.

I was visiting my relations in Australia and wanted to use my phone over there. I contacted my provider (Virgin) and they told me all they needed was my bank details and that there was a minimum of £100 in credit in the account. They didn't change the sim card or anything. From then on it was treated like a contract phone and I kept the same number.

No matter what anyone tells you, you need to check with the pay as you go provider to find out for sure. Possibly you will first have to go with their contract service first in order to keep the number, but once you get it established on their contract service, then it should become portable after that.

Yes i think so, if you stay with the same provider, ie vodaphone to vodaphone and dont swap companies, dont see why not, it's all to do with the sim card thingy !
