The way you have phrased your question suggests that it may not be a halogen bulb that you have. They don't usually come in a form that fits directly into a standard lamp. If it's one of the rare ones that does, then it will be inside a cover which may have got grimy inside.

Halogen lamps do not loose their light output with age. If you really are suffering from that then I suspect dirt on the envelope or cover. Clean them but don't touch the bulb itself with your bare hands because halogen bulbs do not use ordinary glass (because of the very great heat) and oils from your skin will damage it.

If what you have installed is a fluorescent tube (energy saver lamp) then it will loose some light output over time, but this will take several years unless you're switching it off/on a lot. These do benefit from cleaning with a Very Very mild de-greaser on an almost completely dry cloth - remove the lamp from its socket AND ONLY WIPE THE GLASS not the plastic bits. When it's bone dry try it again.

There is hardly any light loss in the life of a halogen lamp, but there should be a safety cover glass over the lamp, this could have blackened a bit, remove it and give it a wash. Also make sure there is not a dimmer switch fitted to the lamp, which has been turned down.

The halogen light given out by my table lamps is still as bright now as it was when I bought them 3 years ago - for £5 each ($10). Reckon I have saved the purchase price in electricity bills.

I reckon they give out a far better light - especially for reading or close-up work.

My understanding is that they either work - usually 10,000 hours - or they don't. Unlike conventional bulbs, which often dim over a year - if they last that long!

A replacement bulb for one broken accidentally cost me less than £1. Where can you go wrong?

(If you are talking about car headlamps, then I only know that the light is far better, clearer, and brighter (from experience). Other than that, I don't know. Never had one die on me).
