It would depend on the degree and when he received it. Everyone graduating after January 2003, must have a 5 year degree. The prePharm years can be included. If you graduate before January 2003, then the minimum is a 4 year degree.
If you meet those requirements, you'll have to take TOEFL and FPGEE. Pass those, then you will intern for a set number of hours. Once those hours are achieved, then you can take NAPLEX and MPJE. Pass those, and you are a licensed pharmacist.
However, some old pre-2003 Canadian pharmacy degrees were directly accredited by the ACPE. If that is the case, then you'll just have to take the NAPLEX and MPJE.

There should be a test they take after school, to be able to practice and would only have to take that test in the USA.
