12 months and 20 pounds. Both criteria must be met. If your child is already 20 pounds before their first birthday, their neck muscles still need to develop further. If your child has not reached 20 pounds by her first birthday, you need to wait. Usually, the longer you can leave your child facing backwards, the better.

The MINIMUM is 1 year AND at least 20 pounds. It is safer to keep them rear-facing as long as the seat allows (usually 30 pounds with a convertible carseat)

I think it depends on the State or Prov you are in. Most carseats have guidelines but you may want to call the local Police Department (non emergency number) or a local Family Resource Center.

If I remember right I was told they had to be 20lbs to get out of the infant carrier...Just call your local police department and ask them for sure...That ist he safest thing to do...
