Congress couldn't possibly deal with all matters, so they have committees review matters and decide what reaches the floor of Congress and what doesn't.

No one can be an expert in everything so they divide up in to committees to spread the workload. All of the other answers are side effects of dividing up in to committees, not reasons for it.
