It seems that we as the United States impose these santions on other countries that don't see things our way and Israel's way, oops Isreael to the best of my knowledge runs the US so we cannot impose these santions on them they are the only ones exempt from this.

Of course not. Prior to the League of Nations there wasn't even any such thing in theory (and even today, with the more meaningful authority of the UN, 'international sanction' is virtually meaningless). Jefferson certainly didn't try to form an international consensus before fighting the Barbary War, for instance.
Now that the UN exists, though, it is often politically expedient to get that body to aprove of your actions.

Yes, sanctions usually offer a mixed result. The worked well in South Africa regarding apartheid, but haven't worked in Cuba. They are a way of showing that you are unhappy with a nation's policies without being violent.
