Thomas Jefferson was our first Secretary of State, serving in George Washington's cabinet. The only other cabinet positions at that time were Treasury (Alexander Hamilton), War (Henry Knox) and Attorney General (Edmund Randolph). John Adams was the VP.

Incidentally, Jefferson resigned in 1793 and was replaced by Randolph, who held onto his job as Attorney General until January of 1794, when he was replaced by William Bradford.
