Yes, Enterprise IT management gets shed load more pay than mid-market companies IT department.

The budget are normally hardware and support related, bigger the company. more hardware, = more support and staffs .
To be plain, from my experience, the budget are normaly set according to how close the IT manager is to the big boss.
