When a personal computer is turned on with windows loaded up, what is the CPU doing? My teacher says it is running a screen saver program and in between that is simply checking for interrupts over and over again. Is this true? Can anyone tell me exactly what it is doing. Surely it would be more efficient to defrag or some other maintenance program.

When your computer is idle or not. A certain application actually still running. Example: antivirus program, diskeeper etc. This type of program will actually take some your ram on your computer.
This hidden running application with some system application will always enable and run. You can disable it manually unless it will interrupt the whole system. If this what you are wondering about.

It is just running the system idle process.

Dissipating heat.

Yes it would be smart to run defrag, anti-virus etc. I believe that Linux and Macs actually do this.

Microsoft must have been worried about more important things, like sucking up video memory by making all your window transparent.
