I need to know how the ISP (Internet Service Providers) Limit broadband speed??

Do they provide different DNS servers for different speed such as one for 64kbps and another for 192 kbps!!

no, they have programs that provide traffic shaping. in other words, it's capped buy a computer.

Yes, they can and do cap speeds.

Call or check their web site for more info. If they offer speed based services, they use the technology.

How they do it varies.

They put limits on bandwidth at the router in use, not a special computer.
