Try holding the control key when you click on the link to the web page. That disables much of the security for that page (one time).

I get the same warning (can't verify the publisher) but also the option to Install or Cancel

Assuming that you do not have a pirated copy of windows, go to the windows web site and go through the process of verifying everything. It is an arduous task, I warn you. But things will run smoother.

turn ur pop up blocker temperarily off by going up to tools then pop up blocker
