I assume you're asking what "whole population" means in the context of a scientific poll.

The "whole population" must be defined for each poll.

For example for a political poll the population might be defined as registered voters who indicate they are likely to vote in the upcoming election.

For a poll about laundry detergent the poplulation might be defined as the person in the household who purchases laundry detergent the majority of the time.

Defining the population is important because it establishes the size of the population and the sample polled must be drawn from the population. So (back to the election poll example) if someone isn't eligible to vote, isn't registered or says they are not going to vote they are not representative of the population being polled.
