tootles means to drive slowly in a car. Serious look it up
toodles means goodbye

It's a cutesy way of saying goodbye, usually accompanied by a ripple of fingertips and a high pitched giggle. Generally favored by women who habitually wear pastels and too much perfume. Argh. At least in my experience.
