Marriage, depends.
As a rule no.
In breeding is the major problem, which can lead to genetic (hereditary) deceases and in extreme incompatibility scenario, causes children to be deformed or even still born. Mantel retardation is a very good possibility also.
These are the risk factors, so think twice and think again and again.
Now you can make informed decision.
Most community and local law does not allow it. The communities that allowed it in the past and even encouraged it are having second thought, and are requesting genetic and medical counselling. At least one state in USA has a guide line and allows such marriage after the age of 55 years for both(both partner must be at least 55 years old).

That child is messed up, and doesn't know a good thing when she sees it. Move on, for your own sanity. I realize that when a good guy sees a damsel in distress he wants to save her, cos that's what good guys do, but your attention is wasted on this girl. No matter how badly the other guy treats her, she finds it exciting, and that's about things that are lacking in her. The fact is that she is where she is, because that is where she wants to be, and no amount of good intentions on your part are going to do anything for her. Find someone more worthy, you can do better. Change your number, and leave her alone. The chances are that if you quit paying attention to her, then she will probably come back around and try to get your attention back again, don't do it. Just let it go.

You don't have to act on every attraction. If you do, you will be flitting from girlfriend to girlfriend for the rest of your life. You will definitely be a very busy little bee. I'd suggest that you figure out what you actually want in a girlfriend besides a quick "attraction" and then get to know this girl...that is, if there is no actual blood relationship...then see if she fits the bill.
