well you can get rid of some of the germs by boiling, but if you are worried about how to sterilize, you need to pressure cook the thing for 25 minutes to kill all known pathogens or bombard the thing with UV rays.
so then, why the hassle, just get a new one.

i think i would buy a new one, but perhaps you could sterilize it by boiling it in water for 10 minutes or so with some bleach and stuff...
probably cheaper to buy a new one. And store the new toothbrush well away from the toilet. and develop a new pattern where the toothbrush never crosses the path of the toilet, in this way it will be less likely to fall in unless it got thrown that way somehow.

Put a bag over your hand and retrieve it (might not be able to flush away). Then throw it away. Toothbrushes are too afforable to even think of putting it back in my mouth. Or bleach it overn night and keep it to clean around ur house.
