Is this like a pun? or......what is this called?

"Citizenship is a privilege, not a right"
"Citizenship is a right, not a privilege"

The words privilege and right have been swiched, yet all other words remain the same, giving two meanings to this sentance, like a role reversal.

But what technique is it formally called?

Councelling & persuasive techniques are to bring proper understanding on misunderstood issues(could be sensitive issues connected to values, ethics ,cultural differences etc).The punned words & sentences given can be called as punned (word drill). They are interconected.E.g consider the statement cintizenship is a privilege not a right etc.Citizenship
Privilege is to be used to exercise citizenship rights with proper value & ethical base.one cannot exercise right without principles /laid down norm.A good citizen should be good in mental & intellectual makeup to exhibit the quality/ies of a citizen.Privilege confers right (as well as duty to exercise right properly).One cannot misuse the right under the shelter of privilege.
