I hate the way some judgmental Christians love to presume they can identify such scriptural mystery figures. They invariably reinforce their prejudices and tell other, gullible Christians it's fact.
So the RC Church is most commonly identified as the whore of Babylon, or the UN, or the EU, or Islam, or Iraq, whatever.
Personally I think she stands for the World System, including all religious falsehood, power politics, the financial system, consumerism etc.
If I had to pick one institution as the culprit, it'd be Hollywood.

I know what it's not. It's not the Roman Catholic Church. It's not Islam. It's not the USA. It's not George Bush (heck, if you listen to some, he's Satan). It's not the U.N. Heck, though the RCC is often the target, they could just as easily target the Protestants. The Prots have killed at least as many RCs as they have Prots. I'm pretty sure if I looked, there are some RCs that say the Protestants are the whore of Babylon. Needless to say, the speculation goes on and always reinforces the particular axe of the reader.
It draws on symbols that look like Rome, but even the "seven hills" can be "seven mountains" which would make no sense with Rome, but going with that, the whore would refer to the Roman system. It was a political system built on conquest, debauchery, materialism, mercantilism, usery, and other sins. It builds itself on the blood of innocent people and fashions itself out to be a god in some fashion, and it has been happening since the Roman Empire.
I don't know what the final iteration of the whore is, and I dont care to speculate too much. That part is sealed until the last days, and we haven't hit the time for it to be unsealed. For now, content ourselves to know that our worldly nanny states that want our total allegiance are very much like the whore of Revelation.
Of course, I distrust big government; Caesar has always been dirty. I could very well be sharpening my own axe even though I'm trying to be restrained. It is, after all, a sealed book. One evidence this might be the case, is the mock Eucharist the Whore performs, filling her cup with the blood of the martyrs and having blasphemous epiteths on her. My interpretation of government putting itself in the place of god by aiming too far with its law is stretching things there: whoever she is, her aim and all her actions are brazenly blasphemous. Consequently, I do have to concede my approach falls short. It's simply the best one I know.

The oldest profession is prostitution and the principal ideas apply across the board; male and female.
Some would suggest that behavior is controlled by the individual, some say by others, appeasing attractions, and some might even say by God. But, I'd suggest that the choice we make between thought and action is pretext to character being whorish or not. What price buys your integrity is the point of distinction.
I think before acting and place God first in all I do; this brings order to my living?
The bridge between thought and behavior is only as wide as we allow it; many prefer a narrow pathway to avoid being by-passed, because courtesy and cooperation are viewed, as signs of weakness in a conquering, capitalistic, and competitive society.
Our alignment with thought or behavior speaks volumes to whether we are hypocrites or just crazy whores. I know there's an option within these volumes that bridges the gap and brings better solutions to living than what present-day experiments do!

To know who the 'Whore of Babylon' is, first you need to know how God referred to the nation of Israel when it was 'unfaithful' to God.

So when Israel got involved with false religion, she was said to be prostituting herself. As well as that, in the past Babylon was a powerful empire, and although it has ceased to be, it’s influences religious wise still continue to this day.
With this in mind, and the fact that Revelations describes the ‘Whore of Babylon’ as, ‘who sits on many waters… Which mean peoples and crowds and nations’ (Revelation 17:1, 15), and something that ‘the kings of the earth committed fornication’ with (Revelation 17:2), it can be seen that she is false religion in the world at large. This includes any Christian group that doesn’t teach the truth and gets involved with custom’s that has pagan origins.
This is one of the reasons that the Jehovah’s Witnesses don’t celebrate Christmas or us the cross as a symbol. Basically because both of these have origins that go back to the city of Babylon and the ‘unconquered sun god’.

Good attempt friend but the whore of Babylon was the City of Babylon itself. It got a bad rap because some stone age preachers did not agree with the life style of the seat of the Empire( the fact that they were slaves there, did not help the situation very much)

It's all false religion but specifically the outer court believers who don't go to the altar of repentance and on to the laver to be buried in baptism and experience the first resurrection. They are still in the world and believe what the world believes. It's ok to fornicate, divorce and remarry within the church, take the Lord's name in vain. Anything that the world loves the outer courst believers do also.
