Pretty much everyone with an email address gets these emails. It's a scam - just delete it, you didn't win anything.
If you respond, they'll notify you that you have to pay them an up-front "delivery fee" for your "prize".

I think that you are asking about citizen ship here like the green card lottery operated by the US.
No the UK does not run such a scheme

1) It pays in £ not $
2) It's paid entry only, no free draws
