I am 5'4 1/2 135lbs. and my measurements are 36.54,30,38. What measurements do you suggest for my height and weight

There are no specific measurements for a height or weight. You can have 10 people with your height and weight and not one will have the same measurements! Not only won't they have the same measurements but they will vary in the size of the clothing that they where! That is because genetics determines your bone structure and weight distributes itself differently on different people.

If you look good in clothes, you feel good, your weight is a healthy limit and you are happy with yourself, then that is all that matters.
