"The LORD our God made a covenant with us in Horeb.
The LORD made not this covenant with our fathers, but with us, [even] us, who [are] all of us here alive this day. "

Any Bible scholars able to make sense of this? It would seem to imply that there are in fact two covenants in the old testament, one with Abraham, and one with Moses, the latter being about the law and earthly living. Could this also explain (and I'm just asking) why so many get confused about law vs. grace, in that they think works will get them to heaven, when it was never that way even from the beginning?

Its talking about the Ten Commandments and saying that these are a part of the "deal" that God is making, not with the past but with the present.

The poster above if correct. The covenant was made with Abraham and the full extent of what the covenant required of the Israelites was revealed to Moses.
