Both can go!

Yo pienso andar en patineta ahora. (I'm planning to go...

Yo quiero andar en patineta ahora. (I want to go ....)

But the question has something wrong. Did you want to write "Can I go skating with you?" If so, it would be "¿Puedo ir a patinar contigo?"

If you KNOW it can be both and you are expected to choose the best, then there is something in the question that follows to help you choose. Since it doesn't make sense in the Spanish you've written, we need to know what that question is supposed to be.

Aha, well then it HAS to be "quiero," because "pienso" would mean I'm planning to go, and how could I plan to go with YOUR skates if I haven't asked you for them until this moment.

And the question is "¿Puedo con tuS patines? Even so, I would never ask a question like that. It sounds like a word for word translation of English. In Spanish, I would ask, ¿Puedo IR (or andar) con tus patines?

When you say: Yo quiero andar en patineta ahora. Puedo con tus patines? { is like you are asking permision}
Pienso andar an patineta ahora. {Is like you have decided anyways.

Mimii is right!
You´ve left something out in the second part of the question.
"Puedo con tus patines" has no sense, so it´s difficult to say
what verb goes in the blank.
