What is the first best step?

I visit a resturant and really think the manager is cute and funny. He and I share many general converstations while I eat at the establishment; however, no converstaion that leads to anything else. I am not sure if he is just being nice or if he has an interest. I do not notice him sitting with anyone else nor taking time to get to know any other customers.
I was thinking of putting my hand on his leg and maybe rub it a little next time he sits next to me and see how he reacts. I do not want to come on strong because then I can not go to my favorite resturant if he is not interested, not to mention the fact I will feel like a fool.
Do you think that is a good first step to see his intentions or is that too weak? Do you have any other suggestions?
Another option is never go to that resturant again if he reacts badly to plan B - Just grab him and kiss him.

Physical contact is always a great first step. Do it very subtle, don't make a big deal out of it just in case, but don't worry, we guys love that stuff.
