not sure, but there was recently a white tie event in Washington for the queen of England

Your normal formal occassion is black tie.
When you have a very very special occassion, a rarity it is white tie. When the Queen came over to visit with the President that was White tie. It is the most formal that you can ever get. It is rarely used. But how often do you have a Queen and a President, even if he is an idiot, get together. The last time it happened was under Bush senior. Apparently at that meeting, Bush, W, our President, was placed by his mother, out in the garden somewhere, as far as possible to keep him away from the Queen as he had made some stupid comments about the Queen, and his mother didn't want him anywhere near her. Unfortunately, this time he had to be in the room with her, and I believe he once again put his foot in his mouth. There is no way of saving him from himself. Sorry for going on like this.

White tie is the most formal, requires Tailsuits for men, floor length evening gowns for women. Black tie can be a regular tux, even dark suits fill the bill. Women can wear cocktail attire.

White tie is more formal.

Usually, you'd wear white tie with tail coat, and black tie with regular tux. (of course this is for men)

Actually, there were three white tie dinners under clinton.

White tie is not that uncommon in some countries.

Its just uncommon for Bush, who likes to be informal.

I believe white tie usually includes tails on the tux. Black tie is just the tux. Any formal shop should be able to give you any other specifics.
