That´s from the song "Lady Marmalade" and means:
Do you want to sleep with me tonight
Do you want to sleep with me
or in other words:
Do you want to have sex with me tonight
Do you want to have sex with me

There isn't really a direct translation of "coucher" into English, but basically, it means, "Would you go to bed with/have sex with me tonight?"
Voulez-vous means "would you"
avec moi means "with me"
ce soir means "this evening"

Do you want to sleep with me (tonight)
For some reason, this is the ONE sentence in French that most non French speakers know and proudly try to use as a proof of their mastery of the French language. In fact, I have never heard a French speaker utter these words - except, perhaps, to mock smartass non French speakers... For your own good, refrain from using it!
