Because it's locked.

CDRWs can be fromatted.
CDRs can not.

Have you tried a different CD? You don't format CDs (except CDRWs). Will the CD write OK with a different program, say, just putting a picture on it or something?

CD formatting is usually accomplished via your CD burning program. Most burning programs call it packet writing. you can format both CD-R's and CD-RW's. Once a CD is formatted your computer will treat it as if it were a hard drive. A formatted CD-RW can be erased but a formatted CD-R may only be used until it is full.

If it is a cd-r these are used only one time, throw it away, or better recycle it.
If it is writable my programs tell me, if they need reformatted my programs also tell me. Yours may tell you to but your cd is a cd-r?
Hope this helps?
