You need to tell them the truth. Be truthful with the person and tell them how you feel 100%. Don't try to avoid them and don't try to beat around the bush. Just tell them face to face and straight out, most people like it that way. And don't do anything like that over emailing or texting, if you can't say it to the persons face than at least write a note, a note that's worth reading. Be kind and be truthful, and don't miss out! Don't wait any longer, do it now!

If you really like them, then why don't you ask the person to do something with you like go to lunch, or go study or walk home with you after class. That way you will get to be alone and have the opportunity to talk about how you feel while you discuss whatever activity that you are doing together.

You're probably a little shy huh?
Just go up to said person and talk a little bit, joke around and stuff like that. Then after talking for a bit imply that you guys should get together.. usually I'll use a line like
"You seem like a lot of fun! We should do something next week."
Get their number, then call and arrange to go out! :)
You know you can do it.

You should send them a poem via email; make the poem romantic. In the poem mentions roses and thorns. Mention that roses are beautiful like infatuations, but roses fade. Then say that your love for them is like thorns because thorns are painful like true love, but then thorns last 4ever like your love for them. I don't know if it will work...it might...I saw it work in an Indian movie so good luck.
Then, the next day you should creep up behind that person and whisper in their ear that you care about them and love them. Hope that helps!

Well, you probably need to weigh the risks of going out with them against the chance of what you'll miss out on if you don't. I mean, if its a five minute thing but you'd be alienating your friends, its probably not worth it. But if ya really like the individual, then go in for the goal. Don't procrastinate. I missed my window of oportunity when the girl liked me, but I was wayyyy to nervous. She moved on. I still liked her. It kinda sucked.

Try striking up a conversation. Make a point of making contact whether that be a phone call, meeting for coffee, meet for breakfast etc. Make it light at first for the get to know you introduction.

Well if you both like eachother, than I dont see why you dont just go and ask that person out. you wont get anywhere y just sitting around and liking someone. take your chance and ask them out on a date. you can either ask them and they say no or you ask them, and being you know they like you, they say yes.

if ur not intrested them u just act if nothing is wrong, bc its normal for girls to have crushes on you and not every crush develops into a romance.
