First start a conversation with him. Don't talk about asking him out at all. Just talk about something that you to have in common. If he doesn't ask you out by then, you can just pop the question and wait for him to say yes.

I didn't know that kids were going on dates at 9 years old! Well...if your parents say it's okay then you should just ask him to go to dinner with you and your family or you go out with his family for dinner.

Just simply ask if he'd like to go see a movie with you or go to a school activity with you. No pressure, just say, "Hey, would you like to go to the game this week?" See how he responds and go from there. Don't do a high-pressure thing, keep it low key and friendly.
