Any parent can legally circumcise a male child at any age, so far as I can determine.....

No, you don't have to have a medical degree. This is not required in the Jewish community as circumcision is considered a religious ritutal.
But you would certainly need experience and some medical skill.

Under Jewish law, a mohel is supposed to draw blood from the circumcision wound to remove impurities. While many mohels do it by hand, Fischer uses a practice little known outside ultra-Orthodox communities called metzizah bi peh, in which the mohel uses his mouth (to suck).
The custom of metzizah is thousands of years old. But experts said that these days, many mohels breathe in through a sterile tube to draw the blood instead of using their mouths directly on the penis , although in some ultra-Orthodox sects, the oral (mouth around penis) practice is MANDATORY.

it depends. A doctor can give circumcisions. however if you are jewish then you may wish to consult your rabbi who can refer you to a mohel.
