It fails to rise to the criterion for being a simple statement, much less a fair one.

If you are trying to build a case for the evolution of belief, the following would be more accurate:

Natural phenomena + Curiosity -> Speculation
Speculation + Confusion -> Theism
Speculation + Scientific Method -> Progressive Understanding
