I believe that you will find that if the private car park has public access then standard road laws apply. After all you can get nicked for speeding on private land, for driving without a licence etc. if the general public has access to the land.

In UK road traffic acts apply to all driving, even off road. You wouldn't be done for speeding, but due care and attention and more are always available

depend s on your city ordaines. my city says anything over $250.00 damages is written up and tickets issued. check with local police dept...
