A navel piercing will hurt more in the long run. Navels take a long time to heal because the navel is on your waist, which is like the hinge of your body, it's subject to a lot of movement and you clothes constantly rub and irritate the piercing. It usually takes 3-4 months to heal, but it can take up to 12 months for some people to heal. The initial pain is with the Tat but they long term pain is with the piercing.
My sister is a body piercer and she always makes sure that she lets people know the healing time with a belly button piercing.

The simple truth, piercings hurt a lot, but just for 2 or 3 seconds. Tattoos hurt less since they're not cutting through your flesh, but a small one may be done in about 20 minutes or more.

the piercing doesnt really hurt at all. all u feel is a little sting for like a second and thats all. i know that the tattoo would definitely hurt more than the piercing. and it takes a while to get a tattoo, depends on the size.

Tattoo hurts worse (and for a longer time). The general rule is, the more fat there is under the skin, the less it hurts. Tattooing right on a bone hurts.

I have had both done, and I can say tattoo will hurt more, it will be worth it, but piercing is over a lot quicker, and tattoo takes a while to be done.
