Do government , president, prime minister or goverment official need a passport when travelling to other country for official visit?

As a British passport is issued in the name of Her Majesty, it is unnecessary for The Queen to possess one. All other members of the Royal Family, including The Duke of Edinburgh and The Prince of Wales, have passports. The President of the United States, his immediate family, certain top officials, and diplomatic personnel are issued Diplomatic Passports, which have a black cover and for which the bearer doesn't have to pay a passport fee. I understand that the Prime Minister would also travel on a Diplomatic Passport, as would Presidents and PMs of other countries.

I expect they have some sort of diplomatic pass, but also someone who is head of state presumably held a passport before coming to office.

they are cleared by a diplomatic passport thru the State Dept. They don't carry a regular passport .
